01 · The challenge

World-class data, hard to find.

NOAA’s National Centers for Environmental Information holds one of the largest environmental data archives in the world, and it set out to make that data useful to weather-exposed industries such as architecture and engineering, insurance and reinsurance, and retail and supply chain. The barrier wasn’t a lack of data or products. The people who needed them couldn’t find them, couldn’t tell which one fit their decision and had little reason to trust them once found. Each product had its own navigation and conventions, documentation explained what a product contained but not who it was for, and launches faded quickly. Long federal review cycles and multi-organization approvals made every deliverable harder to move.

02 · The solution

Design, story and outreach as one system.

We built an integrated delivery model in which user experience, multimedia and communications worked as one team across the full product lifecycle. Our UX team ran discovery, restructured information architecture, led multiple rounds of usability testing and built reusable component libraries so design decisions could be repeated rather than reinvented. Our multimedia team made the data accessible to non-technical audiences through a sector video library, product demonstrations, interactive story maps, user guides and data reference guides, all fully accessible. Our communications team carried the work outward with industry case studies, outreach materials and stakeholder engagement, and led marketing and creative for a three-day industry partnerships summit at NOAA headquarters.

03 · The impact

From archive to everyday decisions.

The program captured more than 1,100 industry user needs and delivered 17 new and enhanced data tools, seven of which we helped design, test or refine. Two of our page templates and two component libraries became site-wide standards, giving NOAA designers and developers a shared foundation for every new product. Our usability research turned directly into shipped improvements, our accessible video and print library reached audiences in all three sectors, and the industry summit brought more than 550 attendees together around NOAA data.
