01 · The challenge
Rights people can’t use if they can’t understand them.
HUD’s Office of Fair Housing and Equal Opportunity needed to help people across the country understand their fair housing rights and responsibilities. Dense policy language and scattered messaging made critical information hard to find and harder to trust, and misinformation filled the gaps. Reaching underserved communities required plain-language, accessible content adapted to different cultures and languages. The work also had to coordinate headquarters and regional teams while meeting federal accessibility and brand standards on tight review cycles.
