The Census Bureau’s national repository of addresses and geographic boundaries underpins nearly every Census operation, from field data collection to tabulation. Its accuracy shapes population counts, boundary lines and how resources are allocated across the country. The system was built for an earlier era, and the Bureau needed a clear path to a modern, scalable environment without putting that data’s integrity at risk. With the 2030 Census on the horizon, the Bureau needed a modernization plan grounded in evidence rather than assumptions.
